By Laws of The Pioneer Park Neighborhood Association

Article I: Name 

The name of this organization is the “Pioneer Park Neighborhood Association”, but may be referred to herein as the “Association.”

Article II: Purposes 

·                     To establish communication and familiarity among neighbors, agencies, and businesses within boundaries

·                     To promote pride in the

Pioneer

Park neighborhood

·                     To discover and assess concerns and information that impacts the

Pioneer

Park neighborhood and its residents

·                     To improve the quality of life of the neighbors in the association

·                     To provide a forum through meeting of the association for pursuing a variety of goals beneficial to the community

Article III: Membership 

·           Membership in the association shall be open to all people that live within the neighborhood, including tenants, property owners, and business representatives.  Membership will be applied for by all interested parties and granted to anyone who meets the criteria.

·           Dues will not be charged for membership.  Membership is free of any charges.  Money needed to perform mailings, business duties, and etc, should come from fundraisers, donations, gifts or grants.

·           The Pioneer Park Neighborhood Association is defined by its borders of


Hartford Avenue

to the North,

SE 14th Street

to the West,

SE 22nd Street

to the East, and

Evergreen Avenue

to the South.

·           The secretary of the association will maintain a current list of members.

Article IV: Voting 

·           To be eligible to vote, a person must hold a membership in the association and live within the designated boundaries of the Pioneer Park Neighborhood.


 

Article V: Officers

·         The elected officers of the association shall be: President, Vice President, Secretary,  and Treasurer

·         Duties are as follows:

o   President: The president shall preside at all meetings of the association.  In his or her inability to act, or at his or her request, the vice president shall preside.  The president shall receive mail on behalf of the association and shall act as representative of the association as need arises.

o   Vice President: The vice president shall perform the duties of the president in the absence of the president or in the event that the president is unable to act.  The vice president shall perform other duties as assigned by the president.

o   Treasurer: The treasurer shall have charge and custody and be responsible for all funds of the association.  The treasurer shall receive and give receipt for any money payable to the association and deposit such money in the name of the association in an account owned by the association.  The treasurer shall provide at a minimum an annual accounting of such financial information.  Additional financial status reports may be required more frequently.

o   Secretary: The secretary shall keep minutes of the meetings of the association that accurately reflect and include all motions made and their disposition attendance at meetings, and an official association member registrar.

Article VI: Elections

·           The officers shall be elected every two years.  Incoming officers will be elected by the voting membership every other year at the association’s annual meeting in July

·           Before the July meeting, members may nominate themselves or any other member to be an officer

·           The vote shall be made by written ballot, and a majority of members shall elect.  Members unable to attend the election meeting can vote by absentee ballot for the 14 days following the election meeting.  Absentee ballots will be available from the secretary.

·           Should an officer in any event be unable to perform his or her duties or become ineligible to maintain membership, a replacement interim shall be nominated at the next meeting, and then subsequently voted for.

·           The interim officer shall finish only the term the original officer was elected for.


 

Article VII: Meetings

·           The association shall hold month meetings on the first Tuesday of each month at 6:30pm.  If this day falls on a holiday or on a day with other conflicts, the meeting shall be held on the following Tuesday.

·           The meetings shall be open to all association members, other interested parties, and the general public.

·           Special meetings of the association may be called by the president and any 5 members of the association

·           Meeting notice shall be given through publishments in the Des Moines Register and through signage throughout the neighborhood

·           The regular meeting in July shall constitute the ANNUAL MEETING

·           Meetings will be conducted with the format of Roberts Rules of Order

Article VIII: Committees 

·           All committees shall be subject to final approval of a majority vote of the association.

·           All committee chairs shall brief the association monthly to provide updates and discuss planning and implementation concerns.
